REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD
May 15, 2006

PRESENT: H. Hunter Fridley; Robert A. Fridley; David W. Halsey; Randall S. Tucker and Michael L. Whitehead, Chairman.Also present: Robert P. Grimesey, Superintendent/Clerk and Terrie S. Wright, Deputy Clerk.

ABSENT: R. Wayne Botkins and R. Joe Anderson

Chairman Whitehead presided and called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence followed by the recitation of the Pledge of Allegiance led by Alleghany High School Eagle Scouts and Gold Award Girl Scouts. The National Anthem was performed by Elizabeth Nicely, Adrian Lewis, Crystal Laudermilk, Rhianna Herr and Sarah Grimesey.

Mr. Whitehead announced two additions to the agenda. Item #06-292, field trip for one Jackson River Governor’s School student to attend a conference in Troy, NY, and Item #06-293 authorization of signatures in absence of superintendent. These items will be inserted between items #06-281 and #06-282.

COMMUNITY PARTICIPATION

(06-274) Opening Remarks and Welcome by R. Kenneth Higgins, Jr., Principal of Alleghany High School

Kenny Higgins, Principal Alleghany High School, welcomed everyone to Alleghany High School. He then introduced Andrew Boyd, SCA President, who also welcomed everyone and said that he would like to share a few things that had taken place during the school year. He said that the school was proud of the band for taking top honors at the Williamsburg Festival in the Parks competition, also of the Destination Imagination teams for their hard work. Andrew said that he was required to take a leadership course as SCA President and that it had served him well. It helped him with problem solving, public speaking, overseeing projects, etc. He mentioned other projects that the SCA had undertaken during the year and said he was very proud to have served this school year.

(06-275) Report to community concerning Southern Association of Colleges and Schools evaluation of Alleghany High School.

Valerie Foutz, Assistant Principal Alleghany High School, provided an overview of the a Quality Assurance Review Team representing the Council on Accreditation and School Improvement, Southern Association of Colleges and Schools, visit to Alleghany High School April 24-25, 2006. The team spoke with the administration, members of the professional staff, students, parents and other community representatives. The team offered a few recommendations for improvement, but it found Alleghany High School to be an outstanding and effective school led by a proactive, dedicated and professional staff, a knowledgeable Board of Education, educated and involved parents, and a supportive community. The team saidit was evident throughout the school that instructional improvement that results in improving student achievement is the highest priority.

(06-276) Remarks by representative of the Alleghany High School PTSA.

Bonnie Murray, President of the Parent Teacher Student Association (PTSA), addressed the Board. She said that presently there were 35 members of the PTSA and she hopedit would grow. She talked about several events they had hosted: Teacher Appreciation breakfast and a back to school bash to get to know the students. The PTSA also worked with the YMCA to provide an after prom party. Mrs. Murray said that she had attended the Virginia High School League’s Student Leadership conference and was inspired by what was going on in other schools. The PTSA holds monthly meetings to discuss suggestions from the administrative staff. Their biggest concern is the high school facility. She asked the Board to not lose sight of this need. Mrs. Murray thanked the Board for what they do for the students and said that all their efforts are appreciated.

(06-277) School Board Commendations

· Mr.Halsey and Mr. Daryl Shreve, Alleghany High School art teacher, introduced the other art teachers who presented commendations to their student Virginia School Board Association Art contest Regional Qualifiers: John Slusser - Alleghany High School; Kerith Mason - Clifton Middle School; and Timber Newton – Sharon Elementary School. Commendations were presented to the following students as local school winners in the Virginia School Board Association’sArt Contest program: Mikayla Morgan – Boiling Spring Elementary School; Tia McDaniel – Callaghan Elementary School; Morganne Durham – Falling Spring Elementary School; and Renate Simmons – Mountain View Elementary School;

· Mr. Rob Fridley and John Hutchison, AHS Athletic Director, presented commendations to Marcus Ward and Josh Bryan for All Region IlI Wrestling; Matt Crizer for all Region III Boys’ Basketball; and Sami Jo Salyers for all Group AA State Girls’ Basketball;

· Mr. Tucker and members of the AHS guidance department, presented a commendation to Jacob Downer for serving as a Page at the 2006 Virginia General Assembly; to John Rollinson for being selected to attend the 2006 Virginia Summer Residential NASA Governor’s School; Jill Smith for being selected to attend the 2006 Virginia Summer Residential Governor’s School in Humanities; Rhianna Herr for being selected to attend the 2006 Virginia Summer Residential Governor’s School in Vocal Music; and Ida Tucker for being selected to the 2006 Summer Residential Governor’s School in Japanese;and a commendation to Luke Walker for his appointment to the United States Air Force Academy;

· Mr. Hunter Fridley and members of the AHS guidance department, presented a commendation to Sami Jo Salyers for selection to 2006 Air Force Summer Academy and to John Rollinson for selection to the 2006 West Point Summer Academy. They also awarded commendations to Jared Ward, Jamey Smith and Seth Shreve for being selected as representatives at the 2006 Virginia Boys’ State Convention and to Ida Tucker, Beth Seldomridge and Jill Smith for being selected as representatives at the 2006 Virginia Girls’ State Convention. They then awarded commendationsto David Moynihan for being a recipient of the 2006 Hugh O’Brien Leadership Award; and to Nic Mooney and John Rollinson asNational Merit Scholarship Qualifiers;

· Mr. Hunter Fridley presented a commendation to Luke Walker for being selected to All Virginia State Choir; and to the Alleghany High School marching band, concert band symphonic band and jazz band for their Outstanding Performance at Williamsburg Festival in the Parks Competition. The band was also awarded the Espirit de Corps Award at the Williamsburg Festival in the Parks Competition; and

· Mr.Whitehead and Kristen McLain, teacher and Destination Imagination Coach, presented commendations to the Alleghany High School “On Safari” team of Katie McCaleb, Larami VanNess, Chris Shepard, Matt Haynes and Matt McLain for being Destination Imagination State Qualifiers and to the Alleghany High School team of “Back to You” with Sarah Wilson, Zach Hunter and Chris Rybitski for Destination Imagination State Runner-Up and Global Qualifier.

(06-277) School Board Member Questions and Reports

Mr. H. Fridley said that he had served on the School Board a number of years and has watched some of the students grow up. He hopes someday some of them will serve on the school board. He thanked Mr. Higgins for hosting the meeting and everyone who helped put the commendations together. He thanked Andrew Boyd for his leadership and he told Mrs. Murray that the Board was on her side as far as the high school facility was concerned.Mr. Fridley said that he appreciated all that were in attendance. He said that his son graduated from Radford this year and he knew he had received a good education at AHS in order to succeed at college. He finished by saying that we had a great school system.

Mr. Halsey thanked Mr. Higgins for hosting the meeting and was very impressed with the many commendations that were handed out. He also wanted to thank the instructors and the many parents who are behind the students.

Mr. R. Fridley thanked everyone for coming out. He thanked the parents and teachers for coming out. He said that the commendations showed a lot of true leaders and thanked the parents for being behind them. Mr. Fridley thanked all the employees for all they do. He said we are coming to the end of another school year and he thought that it had been a good one.

Mr. Tucker said that the destination imagination team had given a wonderful presentation to the Board members before the meeting. He said that it was a small cross section of our wonderful children. He thanked all the parents for being behind their students and for all they do for the Board.

Dr. Grimesey mentioned that we would probably recognize Layne Harmon, an AHS/Jackson River Technical Center student, next month as he is competing in a Skills USA welding competition. He said that he and Eddie Graham, Superintendent of Covington City Schools would be working with Layne to prepare him for the competition.Also, Chris Shepard an AHS/Governor’s School student would be attending the NCSSSMST Student Research conference at Rennsalaer Polytechnic Institute in Troy, NY. Chris will be presenting his research on growing beans under simulated Martian soil and atmosphere. Dr. Grimesey also recognized Jacob Downer, who had served as a Page during the General Assembly. Dr. Grimesey indicated that he had run into Jacob on several occasions when he attended several meetings in Richmond. He also congratulated the band for receiving the Espirit de Corps award. This award is given to the band for being the best behaved and the most mature.

Mr. Whitehead thanked Mr. Higgins for his hospitality. He appreciated the Quality Assurance Review report. Mr. Whitehead said that most of the telephone calls he receives at his home are complaints, but this report shows what we do at Alleghany High School is terrific. He told the parents that we are blessed to have the teachers we have here in our schools. Mr. Whitehead said that we are coming to the end of a school year and it would be a thrill to see the graduates walk across the stage. He wished them good luck in the future.

(06-279) Cafeteria Report

Keven Rice, Director of Administrative Services, reported that the cafeteria fund balance at the end of April was $65,414.49. He also said he had attached information concerning cafeteria meal prices that he would like for the Board to look over. He feels there is a likelihood that we need to discuss an increase at the next meeting.

Field Trip Request

SUPERINTENDENT’S REPORTS AND RECOMMENDATIONS

(06-280) Planning for upcoming School Board meetings and activities
Dr. Grimesey presented a calendar of School Board meetings and other events for the remainder of the 2005-06 school year. He also mentioned that a called meeting for May 17, 2006 at 4:30 p.m. would be added to the calendar.

(06-281) First draft of 2006-07 schedule of school board meetings
Dr. Grimesey presented the proposed calendar of School Board meetings and other events for the 2006-07 school year. He indicated that the final draft would be presented at the organizational meeting on June 30, 2006.

(06-282) Revisions to school division special education plan for 2006-07.
Sarah Campbell, Assistant Superintendent of Instruction, and Patricia King, Supervisor of Special Education, presented the revised special education plan for 2006-07. The plan will not require any additional funds. Special education laws are being revised and the State of Virginia has not come out with formal regulations, but we have to have a plan in place. There will be a full rewrite when we have the new laws and regulations.

(06-286) Annual authorization of extra-curricular program assignments

Mr. Rob Carpenter, Director of Human Resources and Program Development, presented the 2006-07 framework for extra-curricular assignments. He said that the approval of the authorized assignments will add four new programs; CMS Wrestling; AHS Winter Track; AHS JV girl’s Soccer; and AHS Academic Competition to our division’s extra-curricular program.

(06-287) Revised job description for school bookkeepers

Mr. Carpenter presented the new job description for school bookkeeper/secretary/receptionist. The change allows for additional financial recognition for the additional responsibilities for all who handle money.

(06-288) Recommendation for copier leases and copier service contracts.

Ingrid Barber, Director of Budget and Finance, presented bid recommendations for copier leases and copier service contracts. She stated that on April 27, 2006, the copier committee reached a unanimous decision to recommend to Dr. Grimesey that IKON Office Solutions (Canon) be awarded the copier contract effective July 1, 2006.

(06-289) Capital improvement update

Keven Rice brought the Board up to date on several on-going projects. He said that the security camera system was in place and operational at Clifton Middle School and Mt. View Elementary School and the staff has been trained. Mr. Rice also indicated that the Central renovations were on track and should be completed by the end of July. He also said that roof replacement had started at Alleghany High School.
