REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD
July 11, 2005

 

The Alleghany County School Board held its regular meeting on July 11, 2005, at 4:30 p.m. in the School Board Conference Room in Rosedale. 

PRESENT: R. Joe Anderson; R. Wayne Botkins, Vice Chairman; H. Hunter Fridley;; Randall Tucker; and Michael L. Whitehead, Chairman. Also present:  Robert P. Grimesey, Superintendent/Clerk and Terrie S. Wright, Deputy Clerk. 

ABSENT:  Robert A. Fridley and David W. Halsey 

Chairman Whitehead presided and called the meeting to order at 4:30 p.m.  The call to order was followed by a moment of silence followed by the recitation of the Pledge of Allegiance.

(06-10) APPROVAL OF MINUTES OF June 20, 2005 REGULAR MEETING

                MOTION:  That the Board approve the minutes of the June 20, 2005 meeting.

 (06-14) NOMINATION RESOLUTIONS FOR VSBA MEDIA HONOR ROLL

MOTION:  That the Board approve the resolution nominating Mark Pifer, Darryl Gleason and Matt Chittum for the VSBA 2005 Media Honor Roll

(06-15)    INVITATION TO ATTEND AUGUST 15 DIVISION-WIDE CONVOCATION

Sarah Campbell, Assistant Superintendent of Instruction, presented each board member with an invitation to the district staff development day on August 15, 2005 at Clifton Middle School.

 (06-16) PRELIMINARY REPORT ON SPRING, 2005 SOL TEST PERFORMANCE

Mrs. Campbell informed the Board that after reviewing the preliminary Standards of Learning assessment results for academic year 2004-05 that it appeared that all seven schools in our division have meet the requirements to be “Fully Accredited” by the Virginia Department of Education.  Mrs. Campbell did caution the Board that these scores are preliminary until the final accreditation ratings are available in the fall.

(06-17) FINAL CERTIFICATION OF HEALTH INSURANCE PREMIUM RATES FOR 2005-06

Mr. Robert Carpenter, Director of Human Resources, presented the 2005-06 Anthem Blue Cross/Blue Shield premium rates.  The final rate increase was 21.66%.  The 2005-06 budget provides $335,000 to off set rate increases.
              
MOTION:  That the Board approve the final certification of the health insurance premium rates for 2005-06 school year.

               ALTERNATE MOTION:  That the Board approve the single plan distribution for the 2005-06 school year.

(06-18) 2004-05 STUDENT ATTENDANCE SUMMARY

                Mr. Fred Vaughan, Director of Student Services, reported that the attendance rates within the division continue to exceed NCLB benchmarks.  He said that we would continue to closely monitor student attendance and engage parents to ensure good attendance and its impact on the student achievement.  Mr. B.C. Williams, Attendance Officer, reported 60 attendance referrals during the 2004-05 school year, an increase of 31% from the previous year.  The truancy team became involved with 20 referrals with the remaining cases taken under advisement or referred to court. 

(06-19) ANNUAL REPORT ON HOMEBOUND EDUCATION

                Mr. Vaughan reported that 57 students received homebound instruction during the 2004-05 school year, a reduction of 14 from the previous year.  He said that we continue to closely monitor homebound requests and seek a timely return to the regular program.  Homebound instruction remains as a temporary alternative to the regular education program.

(06-20) 2005 SCHOOL RESOURCE OFFICER PROGRAM SURVEY

                Mr. Vaughan reported that students and staff at Alleghany High School (grade 10) and Clifton Middle School (Grade 8) completed a survey measuring the perceptions and attitudes of the SRO program and school safety.  Both students and staff report support of the SRO program and feel safe at school and school events.  The lack of classroom presentations by the officers was the only item identified as needing improvement.

FIELD TRIP REQUETS

(06-21)    APPROVAL OF ALL OVERNIGHT AND OUT-OF-STATE TRIPS ASSOCIATED WITH VIRGINIA HIGH SCHOOL LEAGUE, DESTINATION IMAGINATION, AND DISTRICT/STATE BAND AND CHORAL COMPETITIONS
                 MOTION:  That the Board approve all overnight and out-of-state trips associated with the Virginia High School                  League, Destination Imagination and District/State band and choral competitions.

                               VOTE:  Unanimous

(06-22)    POLICY AND REGULATIONS ASSOCIATED WITH HOMEBOUND EDUCATION AND FIELD TRIP SUPERVISION
              MOTION:  That the Board approved the Policy and regulations associated with homebound education and field trip  
              supervision.

CERTIFICATION OF EXECUTIVE SESSION

WHEREAS, the Alleghany County School Board has convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and

WHEREAS, Section 22.1-.3712.D of the Code of Virginia requires that a recorded vote of this School Board be conducted in order to certify that the executive meeting was conducted in conformity with Virginia Law:

NOW, THEREFORE, BE IT RESOLVED that the Alleghany County School Board hereby certifies that, to the best of each member’s knowledge, (1.) only public business matters lawfully exempted from open meeting requirements under the law were discussed; and (2.) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the meeting by the public session.
