MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD

May 17, 2010

The Alleghany County School Board held its regular meeting on May 17, 2010 at 6:00 p.m. at Alleghany High School, Covington, Virginia.

PRESENT: R. Joe Anderson; T. Troy Barbour; Stacey P. Bryant, Vice Chairman; Robert A. Fridley; David W. Halsey; Patsy G. McKinney; and Randall S. Tucker, Chairman. Also present: Dr. Sarah T. Campbell, Superintendent/Clerk and Lorie C. Bess, Deputy Clerk.

ABSENT:

Chairman Tucker called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance.

Chairman Tucker announced additional awards would be given under agenda item #10-274, including All-State Band awards and Virginia Council on Economic Education Econ-Challenge state competition awards.

(10-269) APPROVAL OF MINUTES OF APRIL 7, 2010 CALLED MEETING AND WORK SESSION

MOTION: That the Board approve the minutes of the April 7, 2010 called meeting and work session.

(10-270) APPROVAL OF MINUTES OF APRIL 12, 2010 REGULAR MEETING

MOTION: That the Board approve the minutes of the April 12, 2010 regular meeting.

COMMUNITY PARTICIPATION

(10-271) OPENING REMARKS AND WELCOME BY FRED VAUGHAN, PRINCIPAL, ALLEGHANY HIGH SCHOOLMr. Vaughan welcomed everyone to Alleghany High School. He stated the board members had an opportunity to tour the school and see the new windows and doors. Mr. Vaughan stated the renovations are being done with little interruption to the students and he thanked everyone for their hard work and cooperation through the process. Mr. Vaughan also reported approximately $370,000 in scholarships were awarded to students earlier that week. He concluded by recognizing staff members and he thanked them for the privilege to work with them for the past ten months and for their dedication to the students.

(10-272) REMARKS BY ROBERT TUCKER, PRESIDENT, ALLEGHANY HIGH SCHOOL PTSO

Mr. Tucker welcomed everyone to the meeting. He thanked the school board for its support to the students, teachers, and staff members. He stated the renovations and repairs that are occurring at the high school are much appreciated and have not gone unnoticed. He stated he understands the school board is doing the best it can with what it has.

(10-273) REMARKS BY PAIGE MARTIN, PRESIDENT, ALLEGHANY HIGH SCHOOL SCA

Miss Martin welcomed everyone to Alleghany High School. She thanked the school board for the recent renovations and repairs to the school.

(10-275) SCHOOL BOARD MEMBER QUESTIONS AND REPORTS

Mr. Fridley thanked Mr. Vaughan and his staff for an outstanding year, even though they were faced with challenges because of the renovations going on around them. He thanked Mr. Tucker and Miss Martin for their comments. He thanked the Board of Supervisors for providing level funding to the schools this year. He also thanked the parents for their cooperation during the difficult winter months and their patience while getting the students to school safely.

Mr. Barbour congratulated the students on their awards and thanked the teachers for their leadership.

Mr. Halsey thanked Mr. Vaughan for hosting the meeting. He commended the students for their accomplishments. He thanked everyone for their support during the difficult budget year.

Mrs. Bryant stated the building renovations look wonderful and she is happy the board is able to do the renovations to enhance the learning environment for the teachers and the students. She thanked the Board of Supervisors for level funding.

Mr. Anderson congratulated the students and thanked the teachers for their dedication and leadership, as well as their time given for extra-curricular activities.

Mrs. McKinney congratulated the students for their awards. She thanked the parents for supporting their children. She stated the school renovations look nice.

Dr. Campbell stated she is proud of the students for their awards and that their accomplishments will help prepare them for their next level of education. She noted that the climate conditions in the building were tough and she stated that she hopes the windows will make a difference for everyone. She also noted the school board did not receive a grant award for air conditioning form the Alleghany Foundation. Dr. Campbell thanked everyone for making her first year as superintendent a success.

Mr. Tucker thanked the Board of Supervisors for providing level funding again this year. He noted although it has been a tough budget year, the school division will pull through. He stated this would be his last year on the school board and he thanked everyone for the many things he has learned over the years about just how much is involved in educating a child. He encouraged everyone to serve on the school board in order to see for themselves what an “eye-opening” experience it is.He stated Alleghany County Public Schools has an excellent group of students, staff, and parents.

(10-278) MARCH 31 STUDENT MEMBERSHIP REPORT

Mr. Keven Rice, director of budget and finance, reported that the March 31, average daily membership (ADM) as reported to the Virginia Department of Education was 2,772.31.The 2010 budget was based upon 2,751 students, he noted.

(10-279) CAFETERIA REPORT

Mr. Kenny Higgins, director of administrative services, presented the cafeteria report. He noted the cash balance looks good at this point but the board may have to consider price increases in the future.

SUPERINTENDENT’S REPORTS & RECOMMENDATIONS

(10-280) CALENDAR INFORMATION

Dr. Campbell reminded the board of the following meetings:

-Friday, June 4 – VSBA Workshop: School Law Update at Charlottesville Omni
-6 p.m. Monday, June 21 – Regular meeting at Central office complex
-6 p.m. Monday, July12 – Year-end close-out, Organizational, and Regular meeting at Central

office complex (pending calendar revision approval on June 21)

-Monday, July 19 – VSBA orientation & training for new members in Richmond
-Tuesday, July 20 – VSBA-DOE Governor’s Conference in Richmond

(10-281) AUTHORIZATION OF SIGNATURES IN ABSENCE OF SUPERINTENDENT

Dr. Campbell explained that the Virginia Department of Education requires the school board to annually designate two individuals to sign forms in the absence of the superintendent. Dr. Campbell recommended Mr. Rob Carpenter, director of human resources, and Mrs. Mary Jane Mutispaugh, director of instruction, to be authorized to sign state reports in the superintendent’s absence.

MOTION: That the board approve Mr. Rob Carpenter and Mrs. Mary Jane Mutispaugh to serve as signature designees in the absence of the superintendent, as presented.

(10-282) PROPOSED CALENDAR OF 2010-2011 SCHOOL BOARD MEETINGS AND EVENTS

Dr. Campbell provided board members with a draft calendar. She noted the calendar would be an action item at the June 21 regular board meeting and to please contact her if there were any questions or concerns with the draft calendar.

(10-283) GIFTED EDUCATION ADVISORY COMMITTEE APPOINTMENTS FOR 2010-2011

Mrs. Mary Jane Mutispaugh, director of instruction, presented the recommendations for the Gifted Education Advisory Committee.

MOTION: That the board approve the Gifted Education Advisory Committee, as presented.

(10-284) APPROVAL FOR SOCIAL STUDIES TEXTBOOK ADOPTION

Mrs. Mutispaugh presented the adoption recommendations for Social Studies textbooks.

(10-285) SPECIAL EDUCATION ADVISORY COMMITTEE APPOINTMENTS FOR 2010-2011

Dr. Elizabeth Heath, director of special education, presented the Local Special Education Advisory Committee member list for the Board’s review. She explained that the committee membership is a required component of the yearly Special Education Annual Plan that must be submitted to the state.

(10-286) APPROVAL OF SCHOOL BUS PURCHASES

Mr. Higgins recommended the purchase of three buses from Kingmor Supply, Inc. at a total cost of $227,100.

(10-287) APPROVAL OF BUS FUEL MILEAGE REIMBURSEMENT

Mr. Higgins recommended the fuel mileage reimbursement rate remain at $0.70/mile for 2010-2011.

(10-288) ROOF REPLACEMENT AT CALLAGHAN ELEMENTARY SCHOOL AND CENTRAL OFFICE

Mr. Higgins reported the roofs at Callaghan Elementary and Alleghany High School would be recoated. He also noted a new roof would be installed over the gym area at Callaghan Elementary and over the extension office area of the central office building.

MOTION: That the board approve the roof replacements, as presented.

(10-289) APPROVAL OF VEHICLE FUEL AND HEATING OIL BIDS FOR 2010-2011

Mr. Higgins presented the bid results for the provision of fuel and heating oil for 2010-2011. Three bids were received with Whiting Jamison being the lowest responsive bidder. Mr. Higgins recommended approval of Whiting Jamison with an estimated annual cost of $558,431.

MOTION: That the board approve Whiting Jamison to provide vehicle fuel and heating oil services for 2010-2011, as presented.

(10-290) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE

Mr. Higgins provided updates for on-going projects. He again reported on the roof replacements at Callaghan Elementary and the Central Office. He also noted the new doors at Alleghany High School would be re-cored and re-keyed.
