MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD

April 11, 2011

The Alleghany County School Board held its regular meeting on April 11, 2011 at 6:00 p.m. in the Gleason Forum Hall at Mountain View Elementary School, Covington, Virginia.

PRESENT: R. Joe Anderson; William W. Angle; T. Troy Barbour, Vice Chairman; Stacey P. Bryant, Chairman; Robert A. Fridley; Patsy G. McKinney; and Norman L. Persinger. Also present: Dr. Sarah T. Campbell, Superintendent/Clerk and Lorie C. Bess, Deputy Clerk.

ABSENT:

Chairman Bryant called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance, led by SCA members.

(11-210) APPROVAL OF MINUTES OF MARCH 21, 2011 REGULAR MEETING

COMMUNITY PARTICIPATION

(11-212) OPENING REMARKS AND WELCOME BY TERESA JOHNSON, PRINCIPAL, MOUNTAIN VIEW ELEMENTARY SCHOOL

Mrs. Johnson welcomed everyone to Gleason Forum Hall on behalf of Mountain View Elementary School. She thanked her staff for their dedication to the students. She also thanked the school board members for their continued support of the teachers, students, and parents.

(11-213) REMARKS BY KATRINA BRADBERRY, VICE-PRESIDENT, MOUNTAIN VIEW ELEMENTARY SCHOOL PTO

Ms. Bradberry welcomed everyone to Mountain View Elementary School and recognized the members of the PTO. She stated the mission of the PTO this year was to “rebuild” the program. Ms. Bradberry noted the PTO began the year with a $4,000 budget and now have an $11,000 budget thanks to the many fundraising projects that have been held throughout the year. She thanked everyone for their support of the PTO program.

VIRGINIA SCHOOL BOARDS ASSOCIATION STUDENT ART CONTEST WINNERS FROM EACH SCHOOL: Hilleary Downer, Alleghany High School; Keith Kakande, Clifton Middle School; Jayme Bradshaw, Boiling Spring Elementary School; Kylie Church, Callaghan Elementary School; Haley Hansford, Falling Spring Elementary School; Meghan Craft, Mountain View Elementary School; and Sarah Huffer, Sharon Elementary School.

(11-215) SCHOOL BOARD MEMBER COMMENTS

Mr. Fridley thanked Teresa Johnson for hosting the meeting and her leadership for her school. He thanked Ms. Bradberry for her hard work with the PTO. He congratulated all the students for their accomplishments and commended the parents for providing positive learning environments for the students at home. He complimented the Clifton Middle School musical team for their play production of A Year with Frog and Toad and stated the students and director did an outstanding job.

Mr. Anderson thanked Mrs. Johnson and stated he is proud of the achievements of the students and the parental support that is shown.

Mr. Persinger echoed board member comments and congratulated the students on reaching their best personal achievements.

Mr. Angle thanked Mrs. Johnson and congratulated the students for their SOL awards. He also thanked the student mentors at Mountain View Elementary School that were recognized during a reception before the regular meeting.

Mrs. McKinney thanked Mrs. Johnson and congratulated all the students on their awards.

Mr. Barbour congratulated the students and staff for the perfect SOL scores. He thanked Ms. Bradberry for a successful rebuilding of the PTO program. He noted he enjoys seeing students excel in athletics as well as academics because it shows the students are well-rounded.

Dr. Campbell thanked Mrs. Johnson and her staff for their hard work and that the results show from the SOL scores. She stated our school division is “second to none” and that she is very proud of everyone. Dr. Campbell commended the Alleghany High School boy’s basketball team for their success.

Mrs. Bryant thanked the student mentors at Mountain View Elementary School and Mrs. Leeann Gray for her outstanding leadership of the program. She congratulated everyone for the awards they received. Ms. Bryant stated the school board approved its budget at the March 21 regular meeting and presented it to the Alleghany County Board of Supervisors on March 22.

(11-218) CAFETERIA REPORT

Mr. Kenny Higgins, Director of Administrative Services, presented the cafeteria report. He noted an ending net cash balance of $414,531. He noted because of the reauthorization of the federal government’s school lunch program, school lunch prices may increase next year by as much as five percent. He stated he would give an update at the next monthly school board meeting.

Dr. Campbell reminded the board of the following meetings:

(11-220) CONSIDER APPROVAL FOR MOBILE LAPTOP LAB PURCHASE AT ALLEGHANY HIGH SCHOOL

Dr. Elizabeth Heath, Director of Special Education, presented a request for the school board to approve the purchase of a mobile laptop lab with ARRA stimulus funds for special education for the Learning Strategies class at Alleghany High School. The lab will be utilized to provide reading and math remediation, to provide SOL subject remediation, and to provide instruction in post-graduate life skills for students receiving special education services. It will also be used to give students access to WorkKeys software, a remedial tool and substitute test for the SOL writing assessment.

(11-221) PERKINS GRANT APPLICATION

Jan Hobbs, Director of Human Recourses and Pupil Personnel, presented a request for approval of the Perkins Grant application.

(11-222) STAFFING PLAN FOR K-8 SUMMER SCHOOL PROGRAM

Mary Jane Mutispaugh, Director of Instruction, presented the staffing plan for K-12 Summer School. She stressed that this is a plan and actual employment of staff will be contingent upon enrollment.

MOTION: That the board approve the staffing plan for the K-8 Summer School Program, as presented.

(11-223) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE

Mr. Higgins reported the beam repair at Alleghany High School has begun and is expected to be completed by May 1. He reported bids have been received for the floor tile repair at Clifton Middle School and for the purchase of three buses. Mr. Higgins explained that bid recommendations will be presented at the May board meeting. Mr. Higgins also reported the roof coating at Callaghan Elementary School and Alleghany High School has faulted. He stated the contractor has been notified and that depending on the response, we may need to contact our attorney for assistance. He informed the board that an easement request has been received from the Clifton Forge Little League. Mr. Higgins explained that Clifton Forge Public Works is in the process of marking the utility lines and that if the water line does not cross any of the Sharon Elementary School lines, he will recommend the easement be granted.
