MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD

August 9, 2010

The Alleghany County School Board held its regular meeting on August 9, 2010 at 6:00 p.m. at the Central Office Complex, Low Moor, Virginia.

PRESENT: William W. Angle; T. Troy Barbour, Vice Chairman; Stacey P. Bryant, Chairman; Robert A. Fridley; Patsy G. McKinney; and Norman L. Persinger. Also present: Dr. Sarah T. Campbell, Superintendent/Clerk and Mary Jane Mutispaugh, Deputy Clerk.

ABSENT: R. Joe Anderson

Chairman Bryant called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance.

Chairman Bryant announced the addition of agenda item #11-39 “Alleghany County Public School’s Department of Transportation Personnel Handbook“. She stated it would be an information item and would be inserted after agenda item #11-34.

Chairman Bryant announced the addition of agenda item #11-40 “Preliminary AYP Report”. She stated it would be an information item and would be inserted after agenda item #11-31.

(11-23)APPROVAL OF MINUTES OF JULY 12, 2010 YEAR-END/ORGANIZATION/REGULAR MEETING

MOTION: That the board approve the minutes of the July 12, 2010 year-end / organization / regular meeting.

COMMUNITY PARTICIPATION

(11-24)SCHOOL BOARD MEMBER COMMENTS

Mr. Angle stated he was excited about serving on the school board and was looking forward to getting started with a new school year.

Dr. Campbell reminded the board members of the division-wide convocation on August 16 and invited everyone to attend.

Mrs. Bryant also welcomed new employees and thanked everyone for their hard work.

(11-27) CAFETERIA REPORT – JUNE, JULY, AND END OF YEAR

Mr. Kenny Higgins, director of administrative services, presented the cafeteria report. He reported an ending cash balance of $337,662 for June and $332,827 for July.

(11-28) CALENDAR INFORMATION
Dr. Campbell reminded the board of the following meetings. She noted the September regular meetingwould be held on a Tuesday instead of a Monday.

(11-29) APPROVE COMMENDATIONS AND LUNCHEON FOR 49 ALLEGHANY HIGH SCHOOL STUDENTS
WHO SCORED 600 ON SRPING 2010 SOL ASSESSMENTS

MOTION: That the board approve the commendations and luncheon on September 14 at 11:45 a.m. in the
library at Alleghany High School.

(11-30) CERTIFICATION THAT SCHOOL BOARD MEMBERS HAVE REVIEWED AND APPROVE OF SCHOOL
CRISIS PLANS IN ACCORANCE WITH THE Code of Virginia §22.1-279.8

dr. Campbell reported that all Board members had reviewed the school crisis plans. The certification form was signed by all board members.

(11-31)TIMELINE FOR DEVELOPMENT OF COMPREHENSIVE SIX-YEAR IMPROVEMENT PLAN

Mary Jane Mutispaugh, director of instruction, presented the timeline for the evaluation of the Alleghany County Public Schools 2010-2016 Six Year Plan. An assessment of the goals and objectiveswill be conducted during September. She concluded by stating that an evaluation of each goal would be presented to the board at the October and November meetings.

(11-40) PRELIMINARY ADEQUATE YEARLY PROGRESS (AYP) RESULTS

Mrs. Mutispaugh presented a preliminary report on the Adequate Yearly Progress (AYP) status for the schools and the division. She explained to the board that each school and the division were required to meet 29 AYP benchmarks.She noted that Boiling Spring, Callaghan, Falling Spring and Sharon met all benchmarks. Alleghany High School did not meet the benchmarks in three areas, Clifton Middle failed benchmarks in three areas, and Mountain View did not meet the benchmark in one area. In addition, the division did not meet the benchmarks in four areas.

(11-32)REVISON OF SPECIAL EDUCATION PROCEDURES MANUAL

Dr. Elizabeth Heath, director of special education, presented the Alleghany County Public Schools Department of Special Education Procedures Manual for approval. Dr. Heath explained that the local procedures manual was revised to align with the new Virginia regulations that went into effect in July, 2009.

MOTION: That the board approve the revisions to the Special Education Procedures Manual, as presented.

(11-33) CONSIDER PURCHASE OF AUTISMPRO PROGRAM

Dr. Heath presented a proposal for Alleghany County Public Schools to purchase online training, resource software, support and training in software usage from AutismPro. The purpose is to ensure that our special education staff is adequately prepared to meet the needs of students impacted by Autism Spectrum Disorders. The training will also be made available to instructional assistants, general education students, administrators, and parents of students with Autism Spectrum Disorder. She noted the program will be purchased utilizing Medicaid funds.

MOTION: That the board approve the purchase of the AutismPro program, as presented.

(11-34) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE

Kenny Higgins, director of administrative services, reported the roofs are complete at Alleghany High School, the Central Office, and at Callahan Elementary School. He noted some clean up still needs to take place at the high school. Mr. Higgins reported the windows at the high school are about 98% finished. He also noted the window blinds are about 85% finished and that they will be complete before August 25, he said.

(11-39) Alleghany County Public School’s Department of Transportation Personnel Handbook

Mr. Higgins stated the Bus Driver Handbook was developed by a committee of bus drivers. He explained that by having a handbook all bus drivers would have a reference to bus rules and regulations.
