MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD
April 2, 2012

The Alleghany County School Board held its regular meeting on April 2, 2012 at 6:00 p.m. in the Gleason Forum Hall at Mountain View Elementary School, Covington, Virginia.

PRESENT: R. Joe Anderson; William W. Angle; T. Troy Barbour, Vice Chairman; Stacey P. Bryant, Chairman; Robert A. Fridley; and Norman L. Persinger. Also present: Mary Jane Mutispaugh, Deputy Clerk and Lorie C. Bess, Deputy Clerk.

ABSENT: Patsy G. McKinney; and Dr. Sarah T. Campbell, Superintendent/Clerk

Chairman Bryant called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance and school song, led by members of the Glee Club.

Chairman Bryant announced the following addition to the agenda:

1. Agenda item #12-251, “Science Textbook Adoption Committee”, will be inserted after agenda item #12-246. This is an action item.

COMMUNITY PARTICIPATION

(12-233) OPENING REMARKS AND WELCOME BY TERESA JOHNSON, PRINCIPAL, MOUNTAIN VIEW ELEMENTARY SCHOOL

Mrs. Johnson welcomed everyone to Gleason Forum Hall on behalf of Mountain View Elementary School. She thanked her staff for their dedication to the students. She also thanked the School Board members for their continued support of the teachers, students, and parents.

(12-234) REMARKS BY MOUNTAIN VIEW ELEMENTARY SCHOOL PTO REPRESENTATIVE

Meleasa Crizer thanked the School Board for its support of the students and reported on events sponsored by the PTO, such as a fall carnival, book Bingo, and Vera Bradley Bingo.

(12-236) SCHOOL BOARD MEMBER COMMENTS

Mr. Persinger congratulated all students on their awards and stated they are very talented.

Mr. Angle thanked Ms. Johnson for hosting the meeting. He congratulated everyone for their awards. He stated he hoped to have an approved budget from the General Assembly soon so the School Board can finalize its budget numbers.

Mr. Anderson stated it was a pleasure to be at the school and see the many students recognized for academics and arts. He stated he hoped all parents and teachers would continue to encourage the students to work hard to achieve their goals.

Mr. Fridley stated it was good to see the broad range of talent in the students at the school. He thanked the teachers, administrators and staff. He stated students receive their basic fundamentals at the elementary level and that is what helps get them on the right track academically.

Mr. Barbour echoed other Board members comments and thanked Ms. Johnson for hosting the meeting.

Mrs. Mutispaugh thanked the Glee Club for leading the Pledge of Allegiance and school song. She congratulated the students on their awards and noted those accomplishments are not easy to achieve.

Mrs. Bryant congratulated all on their awards. She reported the School Board presented a proposed budget to the Board of Supervisors and requested $1.7 million in additional funds. She thanked everyone for their dedication and support through the budget time.

(12-241) PERKINS GRANT APPLICATION

Jan Hobbs, Director of Human Recourses and Pupil Personnel, presented a request for approval of the Perkins Grant application.

(12-242) CONSIDER APPROVAL FOR MOBILE WIRELESS LAPTOP LAB PURCHASE AT ALLEGHANY HIGH SCHOOL

Mary Jane Mutispaugh, Director of Instruction, presented a request to purchase a mobile laptop lab for Alleghany High School at a cost of $49,235.28.

MOTION: That the Board approve the purchase of a mobile wireless laptop lab at Alleghany High School.

(12-243) STAFFING PLAN FOR K-12 SUMMER SCHOOL PROGRAM

Ms. Mutispaugh presented the preliminary staffing plan for summer school. Summer school for K-8 students will be held June 5-28, 2012 and for 9-12 students June 5 through July 28, 2012.

(12-244) CONSIDER APPROVAL TO PURCHASE REPLACEMENT NETWORK SWITCHES AT BSES, CES, FSES, AND SES

Ms. Mutispaugh presented a request to the Board to approve the purchase of replacement switches for the network at Boiling Spring, Callaghan, Falling Spring, and Sharon Elementary Schools.The total cost for replacement is $108,928.00 and will be paid for with VPSA state technology funds.

Ms. Mutispaugh presented a request to the Board to approve the purchase of STAR Reading, STAR Math, STAR Early Literacy, and Accelerated Reader for the school division for the 2012-2013 school year.

Ms. Mutispaugh presented a request to the Board to approve the purchase of Tests for Higher Standards/Reports Online System for the school division for the 2012-2013 school year.

(12-251) CONSIDER APPROVAL OF SCIENCE TEXTBOOK ADOPTION COMMITTEE

Ms. Mutispaugh asked for approval of the members of the Science textbook adoption committee. The committee includes teachers from each school, an administrator, and a parent.

(12-247) CONSIDER APPROVAL OF IRS SECTION 125 CAFETERIA PLAN ADMINISTRATOR

Keven Rice, Director of Budget and Finance, presented a recommendation to approve American Fidelity Assurance Company as the school division’s IRS Section 125 Cafeteria Plan administrator effective September 1, 2012.

Mr. Higgins stated because it had only been two weeks since the last Board meeting, there was only a two-week maintenance report.
