MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD

November 19, 2012

The Alleghany County School Board held its regular meeting on November 19, 2012 at 6:00 p.m. at Falling Spring Elementary School, Hot Springs, Virginia.

PRESENT: Stacey P. Bryant; Amber D. Kerns; Patsy G. McKinney; Norman L. Persinger, Jr., Chairman; and Benjamin J. Truett. Also present: Dr. Sarah T. Campbell, Superintendent/Clerk and Lorie C. Bess, Deputy Clerk.

ABSENT: William W. Angle and Robert A. Fridley

Chairman Persinger called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance, led by Kindergarten students.

Chairman Persinger announced the following additions to the agenda:

1. Additional awards will be given under agenda item #13-108, “School Board Commendations”, for the One-Act Play competition.

2. Under agenda item #13-123, “Closed Session”, pupil personnel cases #13-15 and #13-16 will also be discussed.

(13-103) APPROVAL OF MINUTES OF OCTOBER 15, 2012 REGULAR MEETING

MOTION: That the Board approve the minutes of the October 15, 2012 regular meeting.

(13-104) APPROVAL OF MINUTES OF OCTOBER 22, 2012 CALLED WORK SESSION

MOTION: That the Board approve the minutes of the October 22, 2012 called work session.

(13-105) APPROVAL OF MINUTES OF OCTOBER 29, 2012 CALLED (CANCELLED) WORK SESSION

Chairman Persinger noted this meeting was cancelled due to inclement weather.

MOTION: That the Board approve the minutes of the October 29, 2012 called work session,
which was cancelled due to inclement weather.

COMMUNITY PARTICIPATION

(13-106) OPENING REMARKS AND WELCOME BY JOSH CRAFT, PRINCIPAL, FALLING SPRING
ELEMENTARY SCHOOL

Mr. Craft welcomed everyone to Falling Spring Elementary School. He expressed his gratitude to the faculty, parents, and students for making Falling Spring a successful school. Mr. Craft stated he realizes the Board has difficult decisions ahead of them and he appreciates that their top priority is the students. He wished everyone a blessed Thanksgiving holiday.

(13-107) REMARKS BY FALLING SPRING ELEMENTARY PTO REPRESENTATIVE

Shannon Guinn, PTO vice president, reported on upcoming PTO events, including the Holiday Shop in December and the spring carnival. She thanked the Board for its dedication to the students and wished everyone a Happy Thanksgiving.

(13-108) SCHOOL BOARD COMMENDATIONS

15 FALLING SPRING STUDENTS WHO EARNED AT LEAST ONE PERFECT 600 SCORE ON
THEIR SPRING 2012 SOL ASSESSMENTS

Grade 3 – Zachary Brown and Makailynn HokeGrade 4 – David Donnan and Jack Watson Grade 5 – Logan Arritt, Tristan Brown, Olivia Bryant, Brandon Caldwell, John Wesley McLear, Richard Garrett Morgan, Kelsey Moses, Spencer Phillips, Briana Ryder, Brandon Sponaugle, and Karly Tingler.

One-Act Play Competition Placed first in One-Act Play Competition in ALBERT: Donna Beirne, Coach; Chance Stone, Outstanding Actor Award; Ben Snedegar, Outstanding Actor Award; Rachel Kimberlin; Cole Bradley, stage crew, and Kelsey Sartain, stage crew.

(13-109) SCHOOL BOARD MEMBER COMMENTS

Ms. Bryant thanked Mr. Craft and staff for hosting the meeting. She complimented the staff on the clean building. She thanked the PTO for everything it does for the school. Ms. Bryant congratulated the students for their SOL awards and wished everyone a Happy Thanksgiving.

Ms. Kerns thanked everyone for attending the meeting and commended Mr. Craft and the kitchen staff for the meal. She wished everyone a happy and safe holiday.

Mrs. McKinney thanked the kindergarten students for leading the pledge. She commended Mr. Craft for his wonderful school and thanked him for his hospitality.

Mr. Truett wished everyone a Happy Thanksgiving and thanked the cafeteria staff for the meal. He congratulated the students on their SOL scores. Mr. Truett recognized employees on behalf of American Education Week. He stated the Board has a lot of decisions ahead and he appreciates everyone’s support.

Dr. Campbell stated she enjoys visiting each school and appreciates the support for education from the Falling Spring community. She wished everyone a Happy Thanksgiving.

Mr. Persinger thanked Mr. Craft and staff for hosting the meeting. He thanked the PTO for their support to the school. Mr. Persinger congratulated the students for their SOL accomplishments. He thanked the teachers and staff on behalf of American Education Week.

(13-112) CAFETERIA REPORT

Mr. Kenny Higgins, Director of Administrative Services, presented the cafeteria report. He reported an ending net cash balance of $378,274.

SUPERINTENDENT’S REPORTS & RECOMMENDATIONS

(13-113) CALENDAR INFORMATION

Dr. Campbell reminded Board members of the following upcoming events:

-December 3, 10:00 a.m. – Administrative Budget Committee at the Central Office

-December 10, 6:00 p.m. – Regular monthly meeting at Sharon Elementary School,

including public hearing on 2013-2014 operating budget and Five-Year CIP

- December 18, 11:45 a.m. – Joint Board of Control meeting at JRTC

-December monthly calendar

(13-114) PUPIL TEACHER RATIO REPORT

Mary Jane Mutispaugh, Director of Instruction, presented the Pupil/Teacher Ratio Report for Fall 2012. She noted this report is required annually by the Virginia Standards for Accrediting Public Schools. She reported that the pupil/core teacher ratio is 21.2/1 and that the overall pupil/total teacher ratio is 15.8/1.

(13-115) PROPOSED REVISIONS TO SIX YEAR IMPROVEMENT PLAN

Ms. Mutispaugh presented the evaluation of the Alleghany County Public Schools Six Year Plan.

(13-116) NURSING PROGRAM ANNUAL REPORT

Dr. Elizabeth Heath, Director of Special Education, presented the Nursing Program Annual Report. The 2011-2012 school year concluded the fourteenth year of this valuable and positive program for our students and staff. During the 2011-2012 school year, the nurses in the division reported 41,181 clinical encounters. This data is shared with the School Health Advisory Board, the Greater Alleghany School Health Consortium, the Virginia Department of Health, and the Community Services Board.

(13-117) FREE AND REDUCED LUNCH REPORT

Ms. Mutispaugh reported a division wide free and reduced lunch rate of 44.89%.

(13-118) ON-TIME GRADUATION RATE REPORT

Jan Hobbs, Director of Human Resources and Pupil Personnel, reported Alleghany High School achieved an 88.6% On Time Graduation Rate for the 4 year cohort graduates of the class of 2012. The state average was 88%. The dropout rate was 9.1% and the state average was 6.5%. The Federal Graduation Indicator benchmark is 80% and Alleghany High School had 82.35%. The Federal Graduation Indicator only includes students who earned an advanced or standard diploma. The state Graduation Completion Index benchmark is 85% and AHS had a completion index of 89.45%.

(13-119) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE

Kenny Higgins, Director of Administrative Services, stated the maintenance department remains busy with completing work orders. He commended the custodial staff at Falling Spring for keeping the building clean.
