MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD
February 18, 2015 (Originally scheduled for February 16, 2015)

The Alleghany County School Board held its regular meeting on February 18, 2015, at 6:00 p.m.The meeting was originally scheduled for February 16 at Jackson River Technical Center, but the meeting was rescheduled due to inclement weather and was held on February 18 at the Central Office Complex in Low Moor, Virginia.

PRESENT: Robert A. Fridley; Norman L. Persinger, Jr.; Randall S. Tucker, Chairman; and Jacob L. Wright. Also present:Mary Jane Mutispaugh, Acting Superintendent/ Director of Instruction, and Lorie C. Bess, Clerk.

ABSENT:William W. Angle; Amber D. Kerns; and *Benjamin J. Truett, Vice Chairman.

*Mr. Truett was absent at roll call but subsequently arrived at 8:10 p.m.

Participation in the moment of silence and the Pledge of Allegiance.

Chairman Tucker announced the following addition to the agenda:

1. Agenda item #15-217, “Consider approval of Transportation Management System.” This is an action item and will be inserted after agenda item #15-216.

Mr. Spangler recognized February as Career and Technical Education month and invited everyone to attend the open house on February 24.

2014 VIRGINIA STATE FINALIST, WENDY’S HIGH SCHOOL HEISMAN AWARD

Gaige Kern was one of ten male state finalists.

SALEM-ROANOKE BASEBALL HALL OF FAME

Alleghany High School baseball coach Gary Rice was recognized for being inducted into the Salem-Roanoke Baseball Hall of Fame. Mr. Rice stated it has been a privilege and an honor to serve as coach over the years. He stated it has been fun and he hopes the students learned a lot from him about baseball and life.

 

SCHOOL DIVISION SPELLING BEE WINNER

(15-200) RECOGNITION OF SCHOOL BOARD MEMBER APPRECIATION MONTH

Mary Jane Mutispaugh, Acting Superintendent, presented each School Board Member with a certificate of appreciation in recognition of School Board Appreciation month.

(15-201) PUBLIC COMMENT (specific to agenda)

There were no citizens wishing to address the Board.

(15-202) SCHOOL BOARD MEMBER COMMENTS

Mr. Wright thanked everyone for coming out on a cold evening to attend the meeting. He offered condolences to the family of Tim Rutter, one of the division’s bus drivers. He congratulated everyone who received a commendation and thanked the schools for the School Board Appreciation Month gift.

Mr. Persinger thanked everyone for attending. He commended the CTE program at JRTC and stated the program contributes greatly to our students and community. He thanked the schools for the gift.

Mr. Fridley congratulated the students on their SOL awards. He thanked the schools for the gift and stated this would be his final year serving on the Board and he encouraged others to get involved. He congratulated Coach Rice on his award.

Mr. Tucker also commended the CTE program and stated it has been important to the community for a long time. He offered his condolences to the Rutter family. He congratulated Coach Rice on his induction into the Baseball Hall of Fame and stated he has done a lot for baseball and for the students. He congratulated the students on their SOL scores and thanked everyone for attending the meeting.

Ms. Mutispaugh recognized each Board member and thanked them for their service to the students of Alleghany County. She offered her condolences to Mr. Rutter’s family and stated he will be missed. She encouraged everyone to attend the open house at JRTC to see the many programs available there.

Dave Terry, Director of Business and Finance, presented the cafeteria report. He reported an ending net cash balance of $475,092.

Ms. Mutispaugh reminded the Board of the following meetings:

(15-207) TRENDS IN CTE CERTIFICATIONS, CREDENTIALS, CTE DUAL ENROLLMENT

Mr. Spangler reviewed the Alleghany High School JRTC Completers 2002-2014 chart, the AHS Dual Enrollment Programs and Students 2003-2015 chart, and the AHS DOE Recognized Industry Certification/Credential 2002-2014 chart.

(15-208) FINAL EVALUATION OF SIX-YEAR PLAN

Ms. Mutispaugh presented the final evaluation of the Six Year Improvement Plan. She noted several suggestions were received and are so noted. The Plan will be presented to the Board for approval at the March meeting.

(15-209) 2015-2016 ALLEGHANY COUNTY SCHOOL BOARD BUDGET UPDATE

Ms. Mutispaugh stated she had no new budget information than what was presented to the Board at the February 9 budget work session. She stated the administration is still gathering information and will have more information to report to the Administrative Budget Committee on March 2.

(15-210) APPLICATION FOR WAIVER OF PRE-LABOR DAY OPENING REQUIREMENT

Ms. Mutispaugh requested the Board approve the waiver of a pre-Labor Day opening for Alleghany County Public Schools for 2015-2016.

(15-211) PRESENTATION ON THE JOB COACHING PROGRAM AT ALLEGHANY HIGH SCHOOL

This item was postponed until March, due to the weather.

(15-212) REVIEW OF COST SAVINGS FROM GEOTHERMAL SYSTEM AT ALLEGHANY HIGH SCHOOL

Ms. Mutispaugh stated the geo-thermal HVAC system has been in operation for one full year at Alleghany High School. She reported an annual savings of $155,337 since the system was installed.

(15-213) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE

Board members were provided the work orders in their agenda packet.

OTHER BUSINESS

(15-216) DISCUSSION OF JOINT SCHOOL SYSTEM

Chairman Tucker received a request from Covington to move the February 25 joint meeting to 5:00 p.m. from 6:00 p.m. Board members agreed to meet at 5:30 p.m. and Chairman Tucker stated he would inform Mrs. Scruggs-Duncan of the new time.

 

(15-217) Consider approval of Transportation Management System*

Mr. Terry explained the School Board expressed an interest in looking into the efficiency of current routes and making appropriate changes. At the budget work session on February 9, 2015, the possibility of using a one tier route system for all grade levels at the farthest regions of the county and then using transfer points to improve bus utilization and efficiencywas discussed. This is one alternative that would be reviewed in addition to reviewing all of the existing routes and analyzing for efficiency and savings. Proposals were obtained from three vendors and the lowest responsive bidder was Transfinder of Schenectady, NY. Transfinder is used by over 1500 school districts in 47 states and has extensive experience in maximizing route efficiencies in rural school districts. The quoted cost of implementation is attached to these minutes. The administration recommended that the School Board approve the proposal as presented and approve the expenditure of $21,495 from the school operating budget for FY15. After discussion and questions by Mr. Wright and Mr. Persinger and upon recommendation by Mr. Fridley, this agenda item was tabled until the next meeting when all Board members could be present.
