MINUTES

JOINT WORK SESSION AND CALLED MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD

March 24, 2015

The Alleghany County School Board held a joint work session with the Board of Supervisors and a called meeting on March 24, 2015 at 6:00 p.m. at the Alleghany County Complex in Covington, Virginia.

PRESENT: Robert A. Fridley; Amber D. Kerns; Norman L. Persinger, Jr.; Benjamin J. Truett, Vice Chairman; Randall S. Tucker, Chairman; and Jacob L. Wright.Also present: Mary Jane Mutispaugh, Acting Superintendent / Director of Instruction; and Lorie C. Bess, Clerk.

ABSENT:William W. Angle

Chairman Tucker presided and called the meeting to order at 6:00 p.m. The call to order was followed by a moment of silence and the recitation of the Pledge of Allegiance.

(15-254) SCHOOL BOARD’S PRESENTATION OF PRELIMINARY 2015-2016 OPERATING BUDGET TO THE ALLEGHANY
COUNTY BOARD OF SUPERVISORS

Ms. Mutispaugh presented the preliminary budget to the Board of Supervisors. A copy of the presentation is attached and on the division website.

SUPERINTENDENT’S REPORTS AND RECOMMENDATIONS

(15-255) APPROVAL OF CONTRACTS FOR INTERNET, WAN, LOCAL PHONE SERVICE, AND CELL PHONE SERVICE

MOTION: That the Board approve Lumos Networks’ Option 2 with a 3 year contract for internet, WAN,

and local phone service and Verizon Wireless for cell phone service.

(15-256) APPROVAL OF REVISED 2014-2015 ACADEMIC CALENDAR

Ms. Mutispaugh explained schools had been closed 12 days due to inclement weather. Aside from bank days and eight identified make-up days, one additional day still needs to be made up, she noted. The Board discussed several options provided by Ms. Mutispaugh. She reminded the Board of the instructional impact on students when schools are closed and the importance of making up the missed time. Board members strongly supported getting as much instruction time as possible before students are administered their SOL tests. Ms. Mutispaugh recommended adding 14 minutes to the daily schedule for elementary schools and 16 minutes for the middle and high schools.

MOTION: That the Board approve adding 14 minutes per day to the elementary schedule and 16 minutes per day to the middle and high school schedules, as recommended by the acting superintendent.

MOTION: That the School Board enter closed session to discuss Personnel Matters, as authorized by the

Code of Virginia Section 2.2-3711.A.1.

MOTION: That the School Board return to open session from closed session.

The Chairman requests a motion to certify that to the best of each member’s knowledge:

  2. Only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the School Board.

The Board requested a report be given at the next meeting regarding the status of School Improvement. The Board also requested an instructional report at each regular monthly meeting.
