MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD

August 18, 2014

The Alleghany County School Board held its regular meeting on August 18, 2014, at 6:00 p.m. at Central Office Complex in Low Moor, Virginia.

PRESENT: William W. Angle; Robert A. Fridley; Amber D. Kerns; Norman L. Persinger, Jr.; Benjamin J. Truett, Vice Chairman; Randall S. Tucker, Chairman; and Jacob L. Wright. Also present: Sarah T. Campbell, Superintendent/Clerk and Lorie C. Bess, Deputy Clerk.

There were no citizens wishing to address the Board.

(15-35) SCHOOL BOARD MEMBER COMMENTS

Mr. Wright congratulated the retirees and wished them well. He congratulated the students who received awards for SOL scores and athletics. He stated it was good to see a large crowd in attendance.

 

Mrs. Kerns thanked the retirees for their many years of service. She congratulated the students on their SOL scores. She commended the student athletes for their accomplishments and stated they represent our school division well and she looks forward to more great things from them in the future.

 

Mr. Persinger commended the students for their awards with SOL tests and athletic competitions. He congratulated the retirees and thanked them for their contribution to the community and helping to produce future leaders.

 

Mr. Truett congratulated the students on their awards. He congratulated the retirees and wished them well.

 

Mr. Fridley thanked the retirees for touching the lives of their students and influencing them to be their best. He commended the students on their SOL scores and stated he hopes to see more in the future. He wished all school employees a good school year and stated Alleghany County is a good place to be.

 

Mr. Angle congratulated the students on their SOL scores. He congratulated the retirees and noted between all the retirees, they have given over 400 years of experience to the students of Alleghany County. He wished employees a good upcoming school year.

 

Dr. Campbell congratulated the retirees and commended their longevity in the school division, stating it is rare. She commended the students on their SOL scores and noted how difficult it is to score a perfect score on an SOL test, so they should feel proud. She reported she recently attended the Convocation, Open House at the high school, and freshman orientation at the high school, and all were outstanding events.

 

Mr. Tucker congratulated and thanked the retirees for their many years of dedicated service to the students of Alleghany County. He noted our students always amaze him with what they can accomplish, and the perfect SOL scores are just an example. He stated he is looking forward to a new school year and a bright future.

(15-38) CAFETERIA REPORT – JULY AND ANNUAL

Mr. Terry presented the year-end financial results for the school cafeteria fund. The fund ended the year with a cash balance of $401,937.16, up from $378,209.58 for the previous year.

(15-39) CALENDAR INFORMATION

Dr. Campbell reminded the Board of the following meetings:

- August 20 – School opens
- September 9 – 12:00 p.m. – JRTC Joint Board of Control meeting at JRTC
- September 15 – 6:00 p.m. - Regular monthly meeting at Callaghan Elementary School
- September monthly calendar

 

 

(15-40) DISCUSSION OF ZONING VARIANCE REQUEST BY DIXIE GAS AND OIL CORPORATION

Chris Earhart, president of Dixie Gas & Oil Corp., presented a PowerPoint slideshow detailing the proposed site that will be used to install multiple propane gas tanks, if approved by the Board of Supervisors. A copy of the presentation is attached to these minutes.

(15-41) REPORT ON STATE ACCREDITATION STATUS

Mary Jane Mutispaugh, Director of Instruction, presented a preliminary report on performance on the Standards of Learning assessments for the 2013-2014 school year.

(15-42) CERTIFICATION THAT SCHOOL BOARD MEMBERS HAVE REVIEWED AND APPROVE OF SCHOOL
CRISIS PLANS IN ACCORDANCE WITH THE CODE OF VIRGINIA §22.1-279.8

Board members certified their review and acceptance of the School Crisis Plans.

MOTION: That the Board certifies Board members have reviewed and approve of the School Crisis Plans in accordance with the Code of Virginia §22.1-279.8, as presented.

(15-43) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE

Mr. Terry presented the maintenance work order report for the school division for the month of July. Also reviewed with the School Board was the status of the 3 capital projects for the summer;the parking lot repairs at the high school, bus parking expansion at Mountain View Elementary School, and the domestic water line at the CMS field house. An update was provided for the high school with only the final air-balancing needed for project completion. That was scheduled to be completed by August 22, he noted.

(15-44) ANNUAL HOMEBOUND REPORT

Dr. Heath presented the Annual Homebound Report to the School Board.The report reflects a $34,000 reduction in the cost of services since the 2012-2013 school year. These figures will vary from year to year based on the needs of the students and the number of requests submitted, she noted.

 

(15-45) APPROVAL OF REVISIONS TO SPECIAL EDUCATION PROCEDURES MANUAL

Dr. Elizabeth Heath, Director of Special Education, presented the Alleghany County Public Schools Department of Special Education Procedures Manual for review.Procedures and checklists were updated to remain current.

MOTION: That the Board approve the revisions to the Special Education Procedures Manual, as presented.

(15-46) DISCUSSION OF JOINT SCHOOL SYSTEM

Chairman Tucker requested Dr. Campbell send a letter to the Covington School Board to inform them our Board would meet on August 26 to discuss a future joint meeting.
