MINUTES

REGULAR MEETING OF THE ALLEGHANY COUNTY SCHOOL BOARD
July 22, 2015

The Alleghany County School Board held its regular meeting on July 22, 2015, at 6:00 p.m. at the Central Office Complex in Low Moor, Virginia.

PRESENT: William W. Angle; Amber D. Kerns; Benjamin J. Truett, Vice Chairman; and Randall S. Tucker, Chairman

Also present:Eugene P. Kotulka, Superintendent; and Lorie C. Bess, Clerk.

ABSENT:Norman L. Persinger, Jr. and Jacob L. Wright.

Chairman Tucker announced the following revision to the agenda:

1. Agenda item #16-35, “Approval of vehicle fuel and heating oil bids for 2015-2016”. This is an action item and will be inserted after agenda item #16-34.

2. Agenda item #16-38, “Staff Case #15-S6” will not be discussed in Closed Session.

(16-18) 2015 VSBA MEDIA HONOR ROLL COMMENDATION: GAVIN DRESSLER, THE VIRGINIAN REVIEW

A certificate was presented to Gavin Dressler and Board members thanked him for his dedication and service to the students and community of Alleghany County.

There were no citizens wishing to address the Board.

(16-21) SCHOOL BOARD MEMBER COMMENTS

Mrs. Kerns thanked everyone for attending the meeting. She thanked Gavin Dressler for everything he does to make the school’s presence known in the newspaper. She congratulated the students on their awards. She stated school would be starting back soon and she hoped everyone had a nice summer.

Mr. Angle thanked everyone for attending and stated he is looking forward to a new school year. He congratulated the students on their awards.

Mr. Lane commended Gavin Dressler for his work. He stated we obviously have great athletes in our area and he thanked the parents for their support.

Mr. Truett thanked Gavin Dressler for his work with the newspaper. He thanked the parents, staff and administrators for this past school year and stated he hopes everyone enjoys the rest of their summer.

Mr. Tucker stated it was great to see so many people attend the meeting and he is looking forward to a new school year and working with the new superintendent.

Mr. Kotulka stated he was glad to be a part of the school division and is looking forward to the new school year. He explained there had been questions regarding the budget surplus and he wanted to explain that policy requires surplus funds go into the capital fund. He noted he is waiting for the September 30 enrollment numbers to decide the best use of those funds. If there is a decline in enrollment from what the budget was based on, those funds can be used for that deficit. If there is no deficit, he may recommend for consideration to the Board a bonus for employees.

 

BUDGET AND FINANCE

(16-22) CAFETERIA REPORT – JUNE AND ANNUAL

Mr. Kotulka presented the June and annual cafeteria reports. He reported an ending net cash balance of $418,676 for June 2015.

SUPERINTENDENT’S REPORTS AND RECOMMENDATIONS

(16-23) CALENDAR INFORMATION

Mr. Kotulka reminded the Board of the following meetings:

-August 10 – Division-wide convocation at Alleghany High School, Hodnett Hall
-August 11, 12:00 – JRTC Joint Board of Control at JRTC
-August 17 – Regular monthly meeting at Central Office Complex
-August 19 – School Opens
-August monthly calendar

(16-24) INVITATION TO ATTEND AUGUST 10, 2015 DIVISION-WIDE CONVOCATION

Board members were provided a copy of the schedule. New teachers report 8 days and returning teachers report 7 days prior to the start of school on August 19. The guest speaker for the convocation will be David Weber, Leadership Redefined.

(16-25) SPED ANNUAL PERFORMANCE REPORT AND REVISED STATE PERFORMANCE PLAN

Alleghany County Public Schools’ Special Education program for the 2014-2015 school year was designated as “Meets Requirements” by the Virginia Department of Education, which is the highest designation a school division may receive.

(16-26) APPROVAL OF 2015-2016 STANDARD SCHEDULE DAY

Mr. Kotulka explained the length of the standard school day has been adjusted to provide the Division with extra instruction time. The Standards of Quality allow Divisions to accrue extra instructional time during the school day to replace days lost to inclement weather or for unforeseen circumstances. There are two standards the Division must meet. The first standard is 990 clock hours or 5 ½ hours per day of instructional time and the second standard at the secondary level (grades 7-12) is 140 clock hours per class. To accommodate the requirement as well as the extra time, the following amount of time has been added to the school schedule: Alleghany High School – 13 minutes; Clifton Middle School – 18 minutes; all elementary schools – 20 minutes. The adjusted schedule will provide the secondary schools with 7.65 days of bank time per semester and 13.6 days of bank time at the elementary schools.

(16-27) CONSIDER CAFETERIA PRICE INCREASES

The Healthy, Hunger-Free Kids Act of 2010 requires the average paid lunch price be adjusted annually. Using the annual factor calculation, current prices require a five cent increase at all schools for 2015-2016. Prices will increase five cents for each student lunch, adult lunch, and A la carte items. Breakfast prices will remain the same. New prices will be $2.20 for student lunches at the high school and middle school and $1.90 for student lunches at all elementary schools. The new price for all adult lunches will be $2.80. A la carte prices will increase five cents each.

MOTION: That the Board approve a five cent increase in cafeteria lunch prices, as presented and recommended by the Superintendent.

(16-28) REVIEW OF TIMELINE FOR COMPREHENSIVE PLAN, CIP, AND TECHNOLOGY PLAN

Mr. Kotulka provided a timeline for evaluation and approval of the Six-Year Comprehensive Plan, Capital Improvement Plan, and Technology Plan. The timeline serves to ensure School Board compliance with the Code of Virginia and to provide for necessary revision to the school division’s Six-Year Comprehensive Plan. The timeline includes a recommendation that the School Board establish a work session on September 29 for planning purposes. This timeline was an information item and will be on the August agenda for approval.

(16-29) DIVISION TRUANCY REPORT FOR 2014-2015

Ms. Hobbs stated the school division works diligently to instill in students the importance of attending school. The individual schools monitor the attendance of all students. Letters are sent home to parents at five days of absence regardless of the reason. During the 2014-15 school year, 816 five day letters were sent home; 283 conferences were held with parents; and 69 cases were referred to the truancy officer.

(16-30) SOL REPORT

Ms. Hobbs reported based on preliminary calculations by the schools, 4 out of 5 schools are anticipated to be fully accredited for 2015-16.This is a huge turnaround from the previous year when only one of the five schools was fully accredited. The four schools are Alleghany High School, Callaghan Elementary School, Mountain View Elementary School, and Sharon Elementary School. Clifton Middle School failed to reach the 75% pass rate in English; however the school increased their pass rate in English from last year by 2%.

(16-31) CAPITAL IMPROVEMENT AND OPERATIONAL MAINTENANCE UPDATE*

Board members were provided the work orders in their agenda packet.Mike Isbell, Supervisor of Maintenance and Transportation, reviewed the reports.

FIELD TRIP REQUEST:

(16-32) ALL OVERNIGHT AND OUT-OF-STATE TRIPS ASSOCIATED WITH VIRGINIA HIGH SCHOOL LEAGUE, AND DISTRICT/REGIONAL/STATE/HONORS BAND AND CHORAL COMPETITIONS

MOTION: That the Board approve all overnight and out-of-state field trips associated with VHSL and district/regional/state/honors band and choral competitions, as presented.

POLICY REVISION:

(16-34) REVISION BASED ON RECOMMENDATIONS FROM ADMINISTRATION

Policy GDD-R, “Teacher Assistant – Employment Qualifications” was presented for consideration. The change in the regulation ensures that the highly qualified endorsement is met by June 30 of each school year.

OTHER BUSINESS

(16-35) Approval of vehicle fuel and heating oil bids for 2015-2016

Mr. Isbell noted only one sealed bid was received. The bid was from Whiting Jamison Oil Company for an estimated annual cost of $367,259.80.

MOTION: That the Board approve Whiting Jamison Oil Company for vehicle fuel and heating oil for 2015-2016 at a total cost not to exceed $367,259.80.
